In order to strengthen tax discipline and reduce debt, a new and somewhat stricter procedure is being introduced in Uzbekistan - now citizens with tax arrears of more than 1 million soums may be limited in the ability to pay for electricity through the billing system. This procedure was defined in the Presidential Decree "On Measures to Increase Tax Collection and Stimulate Active Taxpayers," adopted on November 28.

The decree states that the Tax Committee and the Ministry of Economy and Finance will launch a new tax administration model in Namangan region as a pilot project starting January 1, 2026. Within the framework of the experiment, if the debt of individuals for property and/or land tax exceeds 1 million soums, the practice of debt collection through the electricity billing mechanism will be launched.

This model also provides for the introduction of automatically generated performance indicators, minimizing the human factor when assessing the activities of tax authorities. The test results will be studied by October 1, 2026, and proposals for the implementation of the project in other regions will be submitted to the Cabinet of Ministers.

Another important aspect of the resolution is that information about citizens' tax arrears will be visible directly in the mobile applications of banks and payment organizations. Now every user can view and monitor their debt on the main page. In this process, the Central Bank provides practical assistance to the Tax Committee.

It should be recalled that since August 1, a similar system has been introduced for debtor subscribers for waste services. "Toza makon" information will be sent to the system of JSC "Regional Electric Networks" by the 3rd of each month, and by the 5th, debtors will receive an SMS notification from the number "2100." After the warning, an additional 5-day period is given, and non-payment will lead to a temporary restriction of the ability to pay for electricity. The limit will be automatically lifted as soon as the debt is paid.

The new tax mechanism is aimed in the same direction - digitalization of settlements, timely change and systematic clearing of debt. According to experts, this practice plays an important role in improving the culture of tax payment and stabilizing budget revenues.
