The Tax Committee said that installing the Paynet Xolis mobile app is not mandatory for individual entrepreneurs and the self-employed. The agency emphasized that using this solution is voluntary. Podrobno.uz reports.reports.
According to the committee, the app developed to create a transparent business environment should not be forcibly installed on anyone.
If there is pressure from tax authority staff, taxpayers were advised to call the short number 1198 or contact regional tax inspectorates.
The committee also stated that, together with other ministries and agencies as well as payment organizations, it is working on new services. These initiatives aim to encourage entrepreneurs to voluntarily move into the formal sector and to expand the digital tools available to them.
The statement came amid objections circulating online: some entrepreneurs complained that tax officers were demanding that they install the app. Podrobno.uz’s editorial team sent inquiries to the Tax Committee and the Antimonopoly Committee, but no official responses have been received yet.
Earlier, President Shavkat Mirziyoyev said that by 2026 it is planned to reduce the share of the shadow economy from 45–50% to 28%, while the main tax rates will remain unchanged.
