Uzbekistan to support corruption whistleblowers with protection orders

Uzbekistan is introducing protection orders to shield citizens who report corruption cases from pressure and harassment. The procedure is set out in a presidential decree aimed at improving the system for preventing and combating corruption. This was reported by podrobno.uz.reports.
According to the document, the Anti-Corruption Agency will issue protection orders to individuals who report corruption-related offenses. This mechanism is intended to protect them from pressure and persecution in the course of their work.
In addition, to encourage those who contribute to the fight against corruption, a badge titled “For Contribution to the Fight Against Corruption” is being established.
By June 2026, the Agency, together with the Ministry of Digital Technologies, the Prosecutor General’s Office, the Ministry of Internal Affairs, the State Security Service, and the Ministry of Economy and Finance, will develop a draft regulatory legal act governing the incentive system. It предусматривает modernizing the “E-Anticor.uz” platform based on South Korea’s Clean Portal experience and digitizing the incentive system, including support for those who report offenses. In addition, it is planned to grant the Agency coordinating authority on incentive matters and to roll out the system through the Public Oversight Development Fund.
From July 1, 2026, a pilot launch of the “Digital Compliance” information and software комплекс is planned. It should ensure rapid information exchange among participants in the anti-corruption prevention cluster and fully digitize the work of internal anti-corruption units via the “E-Compliance” module.
The decree also grants the Agency the right to submit recommendations and proposals to state bodies and organizations on preventing violations and eliminating them, which must be considered обязательным образом.
We remind that the procedure for operating the corruption prevention cluster in Uzbekistan has also been approved. This system is aimed at establishing consistent cooperation in the anti-corruption sphere between government agencies, law enforcement structures, civil society institutions, and research organizations.
