The draft Strategy "Uzbekistan-2030" sets clear and measurable goals for the prevention of disasters that may pose a threat to the lives of the population as a result of emergencies and global climate change. That is, the issue is not only about the call to "be careful" - it is about a systematic approach, digitalization, and 100% coverage.
According to the project, it is planned to fully implement an early warning system for the population in the event of an earthquake with a magnitude of 6 or higher in seismically active regions of the republic. This means: in a dangerous moment, people don't say "we heard it later," they receive a timely signal. Even a few seconds can sometimes be a big difference - in life, it's not a "like," it's a real chance.
One of the most interesting and important aspects is the division of each mahalla into "red," "yellow," and "green" categories based on scientific and technical approaches and risk indicators. The goal here is not just to give names: to set 100% risk levels, that is, to clearly indicate which side of each region is the "pain point."
The next step is prevention. The project provides for the implementation of preliminary measures aimed at reducing the risk indicator by region, district (city), and mahalla. As a result, it is planned to gradually transfer mahallas of the "red" category to the "yellow," and then to the "green" category. In short, it's not about accepting risk as "fate" - it's about managing and reducing it.
The power of this approach is that it works towards the future: calculation, control, and preparation from today so that tomorrow is not too late. If plans are implemented with the same firmness in practice, a new standard for reducing risk may emerge in neighborhoods - and people will feel more at home.
