Mirzayev, Deputy Head of the Tax Committee, has been dismissed

At a meeting chaired by the head of state, serious problems in ensuring tax discipline in Tashkent were once again criticized. In particular, it was noted that the tax inspectorate of the Shaykhantakhur district has established poor payment discipline at the "Chorsu" market, and the situation at the "Malika" shopping complex is even worse.

It turned out that out of about 1.5 thousand entrepreneurs operating in the "Malika" shopping complex, only 25 percent are registered in the prescribed manner. In addition, a quarter of them pay less than 1 million soums in taxes per month. In December 2025, it was revealed that 600 billion soums of trade proceeds from plastic cards were concealed.

At the same time, the Tashkent City Tax Department was criticized for fulfilling the budget plan mainly by collecting overpayments from honest and active entrepreneurs. In particular, it was noted that unreasonably excessive taxes totaling 876 billion soums were collected from 46.4 thousand enterprises.

The increase in cases of artificial overpayment of value-added tax in the system of the Tax Committee and its illegal return from the state budget was also noted. During the past year, criminal cases were initiated against 20 tax officials related to illegal VAT refunds.

The indifference and irresponsibility of Mubin Mirzayev, the First Deputy Chairman of the Tax Committee, who has been in charge of this area for seven years, were sharply criticized. At the end of the meeting, he was dismissed from his post.

Instructions were also given to dismiss the head of the Shaykhantakhur District Tax Inspectorate, Kh. Mullajonov, and the head of the Tashkent City Tax Department, Y. Nasimdjanov, to thoroughly study their activities and ensure the rule of law.

The Chairman of the Tax Committee was instructed to dismiss the heads of all district tax inspectorates of the capital and appoint acting taxpayers.

The Chairman of the Committee, F. Pulatov, and the newly appointed Deputy Compliance Officer, A. Soliyev, were tasked with creating an environment of zero tolerance for corruption, reviewing the suitability of the heads of the Tashkent city tax system for their positions, and replacing them with patriotic, proactive, and enthusiastic young people.

It was also decided that the deputy head of the city department of the Department under the Prosecutor General's Office, A. Ganiev, will be immediately dismissed for assisting "entrepreneurs" in tax evasion.

A. Soliyev and M. Mirhamidov, appointed Deputy Hokims of the city of Tashkent for Compliance, are responsible for the formation of a strict and uncompromising atmosphere in the capital against the shadow economy.
