Uzbekistan Launches Dual Training for Preschool Teachers

Starting from the 2026-2027 academic year, Uzbekistan plans to introduce a dual education system to train bachelor degree holders among working preschool teachers who currently hold secondary specialized education. This initiative is outlined in a draft resolution prepared by the Cabinet of Ministers.

According to the project, pedagogical staff employed in both state and non-state preschool education organizations will have the opportunity to study on a paid contract basis. Under the dual education format, participants will spend one day per week attending classes at a higher pedagogical education institution while dedicating the remaining five days to their regular duties at preschool facilities.

The government has also released an official list of higher pedagogical education institutions that will offer bachelor degree programs in preschool education through this dual training approach. This development aims to improve the qualifications of current educators without requiring them to leave their workplaces entirely.

Applicants interested in this program will register during a single annual window from June 5 to June 25. During the registration process, candidates will select their preferred field of study, language of instruction, and the region where they wish to take the entrance tests.

This new system is expected to address the growing demand for highly qualified specialists in Uzbekistan's preschool education sector. By combining theoretical knowledge with practical experience, the dual education model allows teachers to apply new pedagogical methods directly in their daily work with young children.

The initiative reflects broader efforts to modernize the country's education system and raise professional standards across all levels of teaching. Officials believe that maintaining continuous workplace involvement during studies will ensure that the training remains relevant to real classroom situations and immediate challenges faced by preschool institutions.

Education experts anticipate that the program will particularly benefit educators who have years of practical experience but lack higher academic qualifications. The flexible schedule minimizes disruption to the learning process of children while allowing teachers to advance their careers.
