Penalty points were assigned to 114 thousand drivers in 5 months


The penalty points system for traffic violations, introduced in Uzbekistan starting from June 1, has shown significant results during its initial 5 months. According to the Road Safety Service, these measures have had a positive effect on increasing driver discipline and reducing the number of accidents on the roads.

According to official statistics, Zoir Yo‘ldoshev, head of the press service of the Road Safety Service, stated that from June to the end of October, penalty points were assigned to more than 114,000 drivers. The majority of them—114,374 drivers—received from 1 to 5 points.

Meanwhile, more serious cases were recorded among a smaller number of drivers: 6 drivers received 5–6 points, 2 drivers received 7 and 8 points. Analysis shows that during this period, the number of road traffic incidents decreased by 6.3%.

Especially, accidents caused by drivers’ fault decreased by 31.2%, which is recorded as an even more positive result. “These figures show that the penalty points system has produced practical results.

Because before the introduction of the system, such positive changes had not been observed,” said Zoir Yo‘ldoshev. During the three months from June to August, the number of traffic violations was also observed to have decreased by 41–58% compared to the same period last year.

Currently, the points are assigned only on the basis of reports drafted by Road Safety Service officers. However, the system is being further developed.

From April 1, 2026, the second stage is expected to begin, in which penalty points for violations detected by automated technical means will be assigned online. An important aspect of the new stage will be the mechanism for distributing responsibility.

If a violation is detected by camera, the penalty points will be assigned not to the car owner but to the person driving the car at the time of the violation. This process will be carried out based on power of attorney, insurance policy, or waybill.

To identify the driver and transfer the points, a special mobile application of the Road Safety Service will be introduced. Additional information will be provided about the operation procedure of the application.
