According to Vedomosti.ru, the Russian government plans to introduce a new type of “technological levy” on smartphones, laptops, and other electronic devices starting in 2026.

This levy is intended to develop the country’s digital infrastructure and support domestic manufacturers. The levy amount will depend on whether the device is imported or manufactured in Russia.

Specific rates have not been announced yet, but analyses suggest that a levy of between 1,000 and 5,000 rubles (140,000–700,000 soums) could be imposed per device.

This new payment is expected to impact prices. In particular, the cost of devices manufactured abroad may increase, potentially creating an additional burden for consumers and retailers.

The government aims to use this levy to stimulate domestic production, enhance technological independence, and direct the collected funds towards modernizing infrastructure.

The project is currently in the discussion stage but has already sparked active debates among industry players, technology experts, and consumers.
