The Presidential Decree “On Improving the Procedures for Financing the Social Protection System of the Population” has been adopted.
From April 1, 2025:
Social assistance provided through the “Social Notebooks” funds will be provided to families included in the Register of Poor Families, and social assistance for improving housing conditions and healthcare will be provided to families whose monthly income does not exceed 2 times the minimum consumption expenditure for each family member.
In this case, it is allowed to direct no more than 25 percent of the proceeds of the “Women's Notebook” and “Youth Notebook” funds to the organization and holding of cultural and educational, educational, sports and tourism events;
Social assistance is provided through the “Social Notebook” funds in the following order:
- The determination of certain social assistance for young people and women from poor families in the individual plan for lifting families out of poverty serves as the basis for the provision of social assistance from the “Social Notebook” funds without requiring additional applications from this category of persons;
- The social status of persons applying for social assistance from the “Social Notebook” funds is determined through the “Single National Social Protection” information system, and the financial status of the family is determined through the results of automatic assessment (scoring) through interdepartmental information exchange.
