Residence permit, VAT refund and sugar tax: what will the new presidential decree bring?

The President signed an important decree “On measures to stimulate production, export and entrepreneurship, and increase the efficiency of trade and industrial policy”.

$200,000 — residence permit

From June 1, 2025:
- Foreign citizens and stateless persons.
- For a fee of $200,000 and $100,000 for each family member.
- They will be able to obtain a residence permit for a period of 5 years in a simplified manner.

No sugar excise!

From October 1, 2025:
- For white sugar without additives (color, flavoring).
- Excise tax will be abolished.

For enterprises with more than 20 employees. relief for individuals

For legal entities (with 20 or more employees):
- Property, land tax and rent payments.
- Payments are allowed in installments on July 15 and December 1, 2025.

VAT refund: new condition for catering

To refund part of the VAT:
- The entrepreneur's income must be at least 80% from catering activities.
- That is, the main activity in this area has been established as a condition.

Environmental control in industry - deadlines extended

Introduction of environmental impact monitoring and cleaning equipment:
- For category I enterprises - until January 1, 2026.
- For category II enterprises - extended until July 1, 2026.

Equipment:
- Automatic monitoring station.
- Dust and gas purification equipment.
- Local water purification facilities.
- Stationary monitoring posts.
