Plan Approved to Turn Samarkand into a Million-People City

At a meeting of the faction of the Movement of Entrepreneurs and Businesspeople — the Liberal Democratic Party of Uzbekistan in the Legislative Chamber of the Oliy Majlis, deputies approved a decision to change the administrative boundaries of Samarkand Region.

Under the decision, Samarkand District will be abolished as a separate administrative unit and its territory will be incorporated into the city of Samarkand. This could increase the city’s population from 604,000 to 882,000 and enable the construction of residential and non-residential buildings based on modern architectural solutions, fully meeting public demand for housing.

According to faction member Diyor Husanov, the boundary change will expand Samarkand’s area from 11.8 thousand hectares to 28.9 thousand hectares, opening broad opportunities for new investment and construction projects. The process includes tourism projects, sports facilities, water parks, hot-air balloon activities, recreation parks, and entertainment tourism sites. New green areas, service centers, and logistics infrastructure will also be developed.

The idea of turning Samarkand into a “million-people city” has been planned since 2021, and President Shavkat Mirziyoyev announced these large-scale administrative and territorial changes during his visit to the region in November 2025.

The new reform aims not only to grow the city’s population and infrastructure, but also to boost its tourism potential and expand investment opportunities.
