New ID cards will be automatically connected to the OneID system

On January 19, President Shavkat Mirziyoyev signed a decision on the next stage of digitizing the migration and identity verification system. The document is expected to make it easier for citizens to use e-government services and to introduce a number of changes to the rules for foreigners and students staying in the country. This was reported by podrobno.uz. reports .
Starting February 1, when a primary ID card (national passport) is issued, a digital signature (EDS) certificate will be written to the document’s chip free of charge. At the same time, citizens will be automatically registered in the e-government’s unified identification system, OneID, at no cost. As a result, the new passport holder will be able to use government online services immediately upon receiving the document, without additional registration.
Procedures concerning foreign citizens and stateless persons are also being revised. From May 1, 2026, the Ministry of Internal Affairs’ Department for Migration and Citizenship Registration will be granted the authority to extend electronic entry visas once for up to 30 days. In addition, the functions of issuing documents confirming the right to work within the country will be assigned to the department and its regional offices.
To speed up processes, heads of internal affairs bodies have been allowed to introduce additional staff positions in migration units. The costs will be covered by the funds of organizations that hire foreign specialists.
From September 1, 2026, a “composite procedure” will be introduced for student registration. From now on, a student’s registration at their place of residence will be оформed automatically when a contract for accommodation in a student dormitory is signed. This will eliminate the need to collect additional certificates after moving in and to visit government offices.
The new procedures are aimed at reducing bureaucracy and strengthening a transparent digital environment for Uzbekistan’s population, foreign investors, specialists, and students.
