A big path has opened for cosmetics manufacturers

New opportunities are opening in Uzbekistan for enterprises producing cosmetic products and biologically active supplements. According to the presidential decree adopted on March 5, 2026, starting from April 1, customs privileges will be granted to manufacturers operating in this sector. This decision is considered an important step not only for industry representatives but also for the local market, the investment climate and the creation of new jobs.

According to the new regulation, a number of benefits previously applied to the pharmaceutical sector will now be extended to companies producing biologically active supplements and cosmetic products. This will allow entrepreneurs to reduce import costs, facilitate the delivery of modern equipment and expand production volumes.

What products are being discussed? First of all, technological and laboratory equipment that is not produced in Uzbekistan, as well as their components and spare parts. In addition, “clean rooms” for production facilities, sandwich panels, ventilation systems, raw materials and materials, medical items and packaging materials will also be included in the preferential list. These types of goods will be exempt from customs duties until January 1, 2028 according to the lists approved by the Cabinet of Ministers.

The most important aspect of this innovation is that it will significantly ease the work of local manufacturers. In the production of cosmetics and bio-supplements, high-quality raw materials, modern production lines and precise laboratory control are of great importance. Previously, imported equipment and components were expensive, but now a more favorable environment will be created for enterprises operating in this field.

President Shavkat Mirziyoyev specifically addressed this issue at a meeting held on March 5. The head of state emphasized that manufacturers of biologically active supplements and cosmetic products should also be exempt from customs duties on the import of raw materials, equipment, spare and component parts. At the same time, pharmaceutical enterprises will be allowed to produce biologically active supplements on their own production lines.

In short, the new privileges that will come into force on April 1 create significant opportunities for manufacturers of cosmetics and biologically active supplements. If this decision works effectively in practice, in the coming years new brands, new enterprises and new investment projects may appear in this sector in Uzbekistan. This will be beneficial both for the economy and for consumers.
