
The results of the comprehensive exam required for legal residence and work in the Russian Federation for the third quarter of 2025 have been announced. According to the Ministry of Science and Higher Education of the Russian Federation, a total of 275,609 people took the tests on Russian language, Russian history, and the basics of legislation.
Among those, 86.9% of migrants successfully passed these tests. The comprehensive exam can be taken at 203 special centers both in Russia and abroad, including those located in Uzbekistan and Tajikistan.
Of these centers, 88 belong to Russian universities, 82 of which are under the Russian Ministry of Science and Higher Education. The presence of test centers in CIS countries significantly simplifies the process for labor migrants.
Certification is conducted at three main levels, with the level determined by the migrant’s purpose in Russia: • first level — obtaining a work patent in Russia; • second level — obtaining temporary residence permit (TRP); • third level — obtaining permanent residence permit (PRP). The exam consists of three interrelated sections.
The first section tests Russian as a foreign language. The second and third sections check the knowledge of Russian history and the basics of Russian legislation, respectively.
