Russia plans to introduce digital control over migrants

The Russian government has approved a plan to fundamentally modernize migration control. At the center of the process is the launch of a dedicated digital platform that will closely track the movement of foreign citizens across the country. According to the government’s schedule, this information system must be launched by December 10, 2027. TASS reported this, citing sources in the Cabinet of Ministers. The development and rollout of the system have been assigned to an interagency group that includes representatives of the Ministry of Internal Affairs, the FSB, the Ministry of Transport, and the Ministry of Digital Development. Close cooperation with regional administrations is also предусмотрено to ensure the mechanism works properly on the ground. As part of expanding law enforcement powers, the Ministry of Internal Affairs will gain access to international airlines’ ticket booking databases. This will allow an entry ban to be automatically identified at the ticketing stage, carriers to be alerted, and, it is expected, reduce deportation-related incidents at border checkpoints.

The “roadmap” also outlines another key technological step: by December 2026, a biometric identification system for foreigners is planned to be created and launched. These measures aim to form a unified digital framework that will track migration flows in real time. Thus, Moscow plans to complete technical preparations within the next two years to fully account for foreign labor resources and tourists.

The first state-level attempts in Russia to systematically register foreign citizens date back to the 17th century: at that time, separate lists of “foreigners” who came to serve the Moscow court or to trade were kept under the Posolsky Prikaz.
